You should put the %x (when being used as nibconv parameter) in quotes.
On the command line:
FOR %x IN (*.NIB) DO nibconv "%x" "%x.g64"
In batch files you might have to repeat the percent signs:
FOR %%x IN (*.NIB) DO nibconv "%%x" "%%x.g64"
If some titles don't work afterwards, check if custom protection handlers must be activated for them.
